Illinois and Louisiana lawmakers have approved several juvenile justice reform bills that are consistent with the goals of the Foundation’s Models for Change reform initiative. In Illinois, Gov. Pat Quinn has signed into law three measures. The first required the Juvenile Justice Commission to study and report back by the end of 2011 on the effects of raising the maximum age of jurisdiction to 18 for misdemeanor and felony offenses. The second measure increases confidentiality protections in behavioral health screenings, and a third bill approves language that allows discretion in parole revocation. In Louisiana, the legislature passed a bill that sets a January 1, 2013 deadline to establish and implement statewide standards for juvenile detention facilities.
