To promote the model of integrated family planning and community development to six communities along the U.S.-Mexico border (over three years).

To support programs in Ciudad Juarez and Tijuana, which include education, research, and provision of family planning services through a community-based distribution model, to develop an integrated service delivery approach that has an impact in women's health, population, natural resources, and socioeconomic community development.
