A report by the Prison Policy Initiative, supported by the Safety and Justice Challenge, assesses the drivers of jail growth, jail growth trends across the country, and the impacts of jails on the U.S. criminal justice system. The report finds there are two major drivers of jail growth: a massive increase in the number of people held before trial, and an increasing number of jails that rent jail cells to other authorities. It includes government data to help state officials and state-level advocates evaluate their jail-related policies and practices and craft reform strategies.
