The Committee Against Torture, a MacArthur grantee based in Nizhnii Novgorod, Russia, has won a police abuse case in the European Court of Human Rights. The Court found that the authorities violated the prohibition on torture under the European Convention of Human Rights when they beat and tortured Olga Maslova and Fedor Nalbandov while they were being interrogated in 1999. Maslova, a possible witness in a murder case, was also repeatedly raped while in custody. Russian authorities also were found guilty of not effectively investigating the plaintiffs’ cases and refusing to submit documents requested by the Court. Maslova was awarded EUR 70,000; Nalbandov received EUR 10,000.
