How do probation violations drive jail use, and what role can transitional housing have in mitigating risks? An Urban Institute report on probation, jail, and transitional housing in Pima County looked at the impact of a transitional housing support program for people on probation. The MacArthur-supported study focused on Pima County’s program as part of their Safety and Justice Challenge participation and efforts to reduce jail incarceration. Providing housing, according to the report, helped people work on other immediate needs and offered a bridge to access more permanent housing support. Though the transitional supportive housing program did not have a significant impact on jail incarceration outcomes, it was helpful in supporting the well-being of people on probation as they worked to secured employment, attended substance use programming and other resources, and found more permanent housing.
