Japan is building one of the world's newest, largest, and most controversial nuclear fuel production plants that some experts warn might create a stockpile of plutonium that could be targeted by terrorists, according to the latest story in a series of MacArthur-supported reports by the Center for Public Integrity. Japan has so far resisted U.S. recommendations to upgrade its security force or do background checks on the 2,400 workers there.
