Strategic litigation by MacArthur grantees has helped to secure historic reform to Mexico’s Military Justice Code. The Mexican Congress has passed reforms that establish for the first time restrictions on military jurisdiction. Rulings by the Inter-American Court on Human Rights in four cases litigated by The Center for Justice and International Law, Centro de Derechos Humanos Miguel Agustín Pro Juárez, Centro de Derechos Humanos de la Montaña “Tlachinollan”, and Comisión Mexicana para la Defensa y Promoción de los Derechos Humanos, catalyzed these reforms, which will ensure that cases of human rights violations against civilians will be tried in a civilian court system rather than in the military courts.
