For nearly two years the Grassroots Alliance for Police Accountability (GAPA) engaged with communities across Chicago to develop a comprehensive proposal for a citywide community safety oversight board. GAPA—a coalition of community organizations committed to making neighborhoods safer, improving police practices, and transforming the relationship between the Chicago Police Department and the city’s communities—held more than 100 meetings to gather broad public input. MacArthur and nine other Chicago-based foundations supported GAPA’s community engagement process, which included studying police accountability systems in other major U.S. cities and consulting with national experts to ensure that Chicago learns from the experience of others.
