Owners of low-income rental properties can now pay for energy retrofit projects out of the savings generated on a utility bill, helping nonprofit low-income rental properties improve their energy efficiency without going through costly refinancings. A nonprofit housing provider with 170 affordable rental homes in California is the first to begin using the repayment method. The California Housing Partnership, a MacArthur grantee, is now working with government officials and private financing sources to further develop the on-bill repayment tool so it can be made available more widely throughout the state.
