The Urban Institute has developed a set of analytical tools for those working to understand how community capital flow can help communities flourish or flounder. Three sections of the report provide strategies for assessing community needs, capital flows, and capital gaps in any community, each with case studies of the assessment tools based in the Twin Cities of Minneapolis and St. Paul, Minnesota. The Urban Institute, a MacArthur grantee, suggests the tools can help community organizations better identify areas of need to target for capital, raise funds more effectively, and design better products and services.
