The migration of health workers from underdeveloped regions to countries offering greater economic opportunity is leading to a shortage of healthcare in countries of significant need. The MacArthur-supported Aspen Institute, Realizing Rights: the Ethical Globalization Initiative works to identify and promote innovative policies to address the global challenge of imbalanced healthcare access. Through its Health Worker Migration Policy Council, the Aspen Institute partnered with the World Health Organization to establish and promote voluntary principles and practices for the ethical international recruitment of health personnel and to strengthen health systems, an initiative known as the Global Code of Practice on the International Recruitment of Health Personnel.
