The Citizens Utility Board is one of the country’s largest and most successful state-based consumer advocacy organizations. Illinois recently enacted a comprehensive energy bill on smart grid development, which links information technology to the electrical system and clarifies that energy efficiency can be considered comparable to energy production in terms of power generation, which will increase the resources that utilities concentrate on energy efficiency programs. The Board will analyze policy options and engage with utilities and regulators to help ensure that the implementation regulations developed take into account issues relating to improving the energy efficiency of affordable multifamily housing.
