To strengthen and expand anti-Semitism and human rights monitoring in Russia (over two years).

To support the Kazakhstan Bureau on Human Rights and Rule of Law and for human rights monitoring and reporting in Uzbekistan.

To support human rights activities in central Asia.

To support human rights organizations working in Kazakhstan and Kyrgyzstan.

To strengthen and support the nongovernmental, grassroots advocacy movement for human rights, rule of law, and democracy in the independent states of the former Soviet Union.
