The Institute of Law and Public Policy is an independent, non-profit think-tank based in Moscow that is one of Russia’s leading centers for comparative legal and constitutional research and the protection of constitutional rights. The proposed project would create a website about the Constitutional Court and its jurisprudence and provide training for lawyers in litigation before the Constitutional Court and other higher Russian courts, with a special focus on key human rights issues. The project would encourage the creation of an association of constitutional lawyers in Russia. Foundation dollars would be used for salaries, litigation expenses, building a website, training, and publication costs.
