The Bipartisan Policy Center (BPC) is a nonprofit organization that identifies policy solutions through analysis, reasoned negotiation and dialogue, and that combines politically balanced policymaking with proactive advocacy and outreach. Building on the work of the BPC Housing Commission, the project is stimulating progress toward the creation of a more sustainable mortgage finance system, and it is engaging transition staff of the incoming federal Administration on the most effective ways to strengthen rental housing affordability policies and programs. The BPC is producing policy briefs and blogs, and is hosting convenings and critical conversations on various aspects of housing finance reform and federal rental assistance.

Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell, the Bipartisan Policy Center (BPC) is a non-profit organization that drives principled solutions through rigorous analysis, negotiation, and dialogue. This award continues BPC’s effort to implement recommendations from the Blue Ribbon Commission on America’s Nuclear Future. BPC works toward establishing an operating spent-fuel repository (disposal site) in the United States, taking a consent-based approach to include all affected levels of government in the decision making process. It is intended to help the United States solve its nuclear waste problem, which would position it better to influence sensitive nuclear fuel cycle developments in other parts of the world. This project is conducted with co-funding from Carnegie Corporation of New York, which has already committed funds.

Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole, and George Mitchell, the Bipartisan Policy Center (the Center) actively promotes bipartisanship to address pressing national challenges. Through analysis, negotiation, and dialogue, it promotes policy solutions to issues related to health, energy, national and homeland security, the economy, housing, immigration, and governance. During this final year of support from the Foundation, the Center will leverage the successes and momentum generated by the Housing Commission to transition to a broader Housing Initiative (the Initiative). The Initiative is continuing to work toward a more balanced housing policy and on housing finance issues related to access to affordable mortgage credit. Drawing upon the Center's other projects and expertise in health policy, long-term care, and retirement security, the Initiative will convene a Health and Housing Task Force to draw attention to the nexus between affordable, stable housing and positive health outcomes for older Americans, and to advance policy recommendations to align better health and housing interventions.

This grant to the Bipartisan Policy Center (BPC) will provide operational support for its Immigration Task Force to analyze the complex and controversial elements of legislative proposals and develop consensus recommendations for policy reform. BPC will advise policymakers with briefings, events, and a series of issue briefs on critical issues in the immigration debates, such as border security, interior law enforcement, and the economic benefits of reform legislation.

This project will support work to help extend the reach and influence of the Presidential Commission on Election Administration, which recently released a highly regarded report. It will engage Commissioners with state and local election officials to help them make changes in voting processes that will reduce waiting time at the polls, encourage eligible citizens to vote, and utilize current technologies and best practices to improve the voting experience. The project will be conducted by the Bipartisan Policy Center, which promotes bipartisanship as a way to develop solutions to policy challenges ranging from housing and health care to campaign finance and elections administration.

Through this project, BPC would help implement the Blue Ribbon Commission (BRC) on America’s Nuclear Future recommendations, which focuses on options to address safe and timely disposal of nuclear waste. It would be conducted with co-funding from the Carnegie Corporation of New York, the Hewlett Foundation, and the Sloan Foundation. Funds would be used for partial staff salaries, expert consultants, workshops, travel, and publications.

The Bipartisan Policy Center is a Washington, D.C.-based organization that promotes bipartisanship to develop pragmatic solutions to significant policy challenges. In 2011, the Foundation supported the creation of a bipartisan housing commission of business leaders, former elected and public officials, experts, academics, and advocates to consider economic, social, and demographic trends, and to propose a "new generation" of housing policies. With this grant, the Commission will continue engagement and outreach around the recommendations in its 2013 report, Housing America’s Future: New Directions for National Policy; conduct additional research and analysis on key issues; and host a national housing summit.

This grant to the Immigration Task Force of the Bipartisan Policy Center will support bipartisan dialogue among key stakeholders on federal immigration policy reform. The Task Force will analyze the costs of various immigration reform proposals, including the effects of immigration policy on federal, state, and local budgets; the effects on the overall economy; and the specific costs and revenues associated with the health care of immigrants who have the opportunity to legalize their status. These studies will offer analysis from sources that are highly credible on budget and fiscal matters, informing the debates and helping to build bipartisan consensus for reform proposals.

The Bipartisan Policy Center is a Washington, D.C.-based organization that promotes bipartisanship as a way to develop pragmatic solutions to significant policy challenges. In June 2011, the Foundation funded the Center to create a bipartisan commission to consider and propose a new generation of housing policies. In addition to focusing on the future of the housing finance system, the Commission is exploring the appropriate role for government, considering fiscal constraints, and determining how to target public support for those most in need. This grant funds a robust communications effort to publicize the Commission’s recommendations and outreach to media, policymakers and industry stakeholders.
