John comes to the MacArthur Foundation from the RAND Corporation, where he conducted research in the areas of Asian security and political economy. Previously, John also researched defense and innovation issues at the University of California-San Diego’s Institute on Global Conflict and Cooperation.
Prior to joining RAND, John served as program administrator for the China Program at the Carnegie Endowment for International Peace. He has also worked on China trade issues for the Coalition of Service Industries, a Washington-based trade association, and as a congressional aide in the U.S. House of Representatives.
John holds a Ph.D. in Policy Analysis from the Pardee RAND Graduate School, an M.A. in regional studies, East Asia, from Harvard University, and a B.A. from Williams College with honors in chemistry.
