Established in 2009, the Policy and Legal Advocacy Centre (PLAC) is a leading nonprofit organization that works on the conduct and administration of elections through capacity building, legislative processes, strengthening democratic governance, and promoting citizen participation in Nigeria. A previous award to PLAC enabled accountability and anti-corruption to be prioritized in the 2019 elections. With this renewal, PLAC aims to work at the federal level to strengthen accountability, anti-corruption, and social inclusion in the electoral and constitutional reforms process, and to mobilize diverse voices for electoral accountability. PLAC advocates for the creation of a social inclusion department in the Independent National Electoral Commission (INEC) to enable historically marginalized groups and civil society to actively participate in the electoral process. PLAC is coordinating with other Foundation grantees to implement the project. This award is part of a package of awards to bring attention to anti-corruption, accountability, and social inclusion issues during the 2023 elections. The award is expected to contribute to On Nigeria's goal of reducing corruption and strengthening accountability, transparency, and participation.

With this award, PLAC is working with four organizations to sustain and increase the momentum for anti-corruption and accountability to improve governance in Nigeria. By fostering dialogue, the project encourages widespread demand for accountability and reinforces an important foundation for anti-corruption in Nigeria.

The Policy and Legal Advocacy Centre (PLAC), established in 2009, is a leading nonprofit in Nigeria that promotes citizens' access to public policy. It has a track record of successful policy advocacy initiatives and programs that facilitate civil society organizations' engagement with public institutions. This award helps PLAC to secure past gains on electoral processes, especially the role and influence of technology, and to expand innovations that will improve electoral integrity and protect the sanctity of voting and voters rights. The organization will educate the public on laws governing elections; review and compile guidelines of Independent National Electoral Commission (INEC) on elections; support the work of the Technical Advisory Group of the Chair of INEC; and hire consultants to support the Chair of INEC. The overall aim of this project is to consolidate the positive gains of the 2015 general elections and advance electoral and political accountability in Nigeria. PLAC will coordinate its activities with another grantee, the Institute for Innovations in Development.

The purpose of this grant is aimed at increasing public confidence in the electoral administration process and strengthening participatory and inclusive election administration in Nigeria. This will be achieved through (a) expert technical assistance and advice through regular brainstorming meetings of a technical advisory group; (b) supporting the recruitment and work of two mid-level consultants who will give expert technical services to INEC on specific aspects of election administration; (c) increased dialogue between civic groups and INEC in support of an effective electoral administration system; and (d) civic education, advocacy, and awareness activities.
