Debra D. Schwartz is Director of Program-related Investments (PRIs) for the John D. and Catherine T. MacArthur Foundation, where she oversees the Foundation's $300-million PRI portfolio of below-market loans and investments which it uses principally to support economic development and affordable housing organizations in the U.S. She also co-leads the Foundation's $150-million national initiative, Window of Opportunity: Preserving Affordable Rental Housing.
Before joining MacArthur in 1995, Schwartz was chief financial officer for a nonprofit in Chicago and an investment banker at John Nuveen & Co. where she helped originate over $1 billion in tax-exempt bonds for municipalities and health care institutions. Schwartz is a past presidential appointee to the United States Treasury Department Community Development Advisory Board and a founding member of the PRI Makers Network national steering committee. She is a Social Enterprise Fellow at the Yale School of Management and a Lecturer at the University of Chicago where she teaches a new undergraduate course, "The Business of Nonprofits and the Evolving Social Sector."
Schwartz graduated from Yale University summa cum laude and received a Master's degree in finance and nonprofit management from the Kellogg School of Management at Northwestern University. |

Allison Clark
Program Officer, Program-Related Investments

Allison Clark is a Program Officer in the Program-Related Investments (PRI) program. In this role, she oversees investments made through Window of Opportunity, the Foundation’s $150-million affordable rental housing preservation initiative, and works on the continued improvement of the PRI risk rating and portfolio management systems.
Clark has worked in affordable housing, economic development and commercial real estate for nearly 20 years. Prior to joining the Foundation, she worked as a senior underwriting manager in the Community Lending Group (formerly the American Communities Fund) at Fannie Mae, where she underwrote and closed more than $150 million in debt and equity transactions for affordable housing developments. She also worked for eight years at Bank One. She joined Bank One via the First Scholars Program, and was a vice president in the Community Development Real Estate group. Before moving to Chicago, she participated in the Urban Fellows Program in New York City, where she worked as a project manager at the New York City Economic Development Corporation.
Clark graduated from Harvard-Radcliffe College with a Bachelors degree in government, and earned a Master of Management degree from the Kellogg Graduate School of Management at Northwestern University. She serves on the board of directors of Neighborhood Housing Services of Chicago. |
