In addition to knowledge-building research, the Foundation seeks to bring about positive change in each of its specific areas of grantmaking through policy-related tools. These include policy research—to identify levers available to government and non-governmental entities to affect change; policy analysis—to assess the effectiveness of policy alternatives; and, when appropriate, education and advocacy—to maximize the impact of evidence on policy choices.
MacArthur grantee The Center on Budget and Policy Priorities helped design and draft several food stamp provisions in the 2008 Farm Bill, which was recently approved by Congress over the President’s veto. The Center helped craft 16 of the bill’s 27 new food stamp provisions, which together will boost food assistance for low-income families and individuals by $7.8 billion over the next decade. The bill’s achievements include ending years of erosion in food stamps’ purchasing power by raising benefit levels and preventing them from further eroding in the future, and changing rules so that families’ retirement savings no longer will be counted in determining their food stamp eligibility.
