The University of Massachusetts at Worcester is a nationally recognized source for research, training, technical assistance, and information in the juvenile justice field. The project director, Dr. Thomas Grisso, has been involved in the Foundation’s juvenile justice work for over 18 years, as a member of the Research Network on Adolescent Development and Juvenile Justice, and in supporting Models for Change state reform efforts. Under his direction, the University will assess potential threats that could challenge and erode the long-range future of current juvenile justice systems reform efforts that promote developmentally appropriate and evidence-based responses to youth in conflict with the law.

This is one of four matching grants that fund projects under a public-private partnership between the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the Foundation to promote and diffuse best practices developed through Models for Change, by capitalizing on OJJDP’s leadership, programs, networks, and resources. The four organizations are nationally-recognized sources for training, technical assistance, and information in juvenile justice. This grant funds the National Youth Screening and Assessment Project to conduct research and evaluation on the Models for Change guidelines and methods for using risk and needs assessment to improve juvenile probation decision-making and reduce reoffending.

The National Youth Screening Assistance Project at the University of Massachusetts provides training and technical assistance on screening and assessment to jurisdictions participating in the Foundation’s Models for Change initiative. It will use this grant to refine and validate an innovative adolescent domestic battery assessment tool developed as part of the Illinois Models for Change effort so that it can be used to support case-level decision-making and community-level resource planning by other jurisdictions across the country.

The National Youth Screening and Assessment Project at the University of Massachusetts receives Foundation support to provide training and technical assistance to the Models for Change states in developing comprehensive plans for the screening and assessment of youth for mental disorders and risk for re-offending youth in juvenile justice programs, including diversion and referral to community-based alternative sanctions and services. The Project will use this grant to continue to assist the reform efforts underway in Models for Change states and consult nationally with states to improve their laws, policies, and practices related to juveniles’ competence to stand trial.

As part of the Foundation’s public-private partnership with the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention to promote and diffuse Models for Change best practices, it is funding four technical assistance projects in18 state and local jurisdictions adopting and implementing innovative and promising practices from Models for Change states. National Youth Screening and Assessment Project will help two state juvenile justice probation agencies use risk and needs assessment to improve decision-making and case planning for juvenile justice involved youths, and guide them through the implementation process using a model developed in Models for Change states.
