A report supported through MacArthur’s Models for Change initiative, reviews the broad implications of Miller v. Alabama, in which the Supreme Court held that mandatory sentences of life without parole are unconstitutional for juvenile offenders. The report addresses the key issues facing jurisdictions and courts following the decision and how courts across the country have responded to the case. The report also identifies factors courts should consider during sentencing, including the youth’s potential for rehabilitation.
