Illinois budget

A report by the Civic Federation finds that the proposed Illinois FY16 budget relies heavily on projected savings that do not appear to be achievable in light of the state’s obligations and long-term policy objectives. Among other issues, the report indicates that the budget assumes savings of $2.2 billion from a pension reform proposal that has not been introduced as legislation in the Illinois General Assembly and that is likely to face legal challenges. The report calls on the Illinois General Assembly to come forward with plans for how to address the state’s revenue shortfall.
