A report by the American Council for an Energy-Efficient Economy examines the complexity of verifying whether energy efficiency improvements help create jobs. Job creation is often a motivating argument for investing in energy efficiency. The MacArthur-supported report identifies some of the issues that contribute to a lack of consistency in attempting to verify efficiency-related job creation, and proposes an analytically rigorous framework for program evaluators to use in future assessments.
