A fifth threat assessment by the CLEEN Foundation in advance of Nigeria’s 2015 general election articulates increasing concerns about high levels of insecurity and violence anticipated during and immediately after the election. The report asserts that continued insurgent attacks in the North East, attempts by insurgents to infiltrate the South, and political killings and proliferation of small arms and light weapons could fuel an outbreak of violence. Mitigating factors cited by the report include increased policing to dislodge terrorist camps, dismantle cult groups, and forestall intimidation of the electorate.
