The Center for International Security and Cooperation's John Lewis led an unofficial delegation to the Democratic People's Republic of Korea (DPRK) late last year to talk with senior officials from the foreign ministry, nuclear industry, and key economic institutes about their nuclear program. The MacArthur-funded trip was part of our support for Track II dialogues with the participants in the Six Party Talks, especially China and the DPRK. A recent Washington Post op-ed by Lewis and Carlin suggests the DPRK’s main objective is not to receive economic or political carrots, but to secure a strategic relationship with the United States. The team’s findings significantly reinforced arguments favoring the opening of an American - DPRK dialogue, which commenced on January 16 in Germany.
