A District Judge in Mexico City ruled Mexico’s Internal Security Law, which supports military intervention in public security tasks during times of peace, is unconstitutional. The ruling is the result of an injunction filed by MacArthur grantee Comisión Mexicana de Defensa y Promoción de Derechos Humanos. When the law was passed in 2017, human rights organizations expressed concern that it intensified a national trend toward militarization of public security. The judge ruled that the law exceeds the parameters of action for the armed forces in times of peace, thereby violating several articles of Mexico’s Constitution.
