Climate Policy Initiative (CPI) is an independent nonprofit organization that helps governments, businesses, and financial institutions drive growth while addressing climate change. CPI is a leader in tracking sustainable investment trends, identifying innovative business models, and supporting solutions that can drive a transition to a low-carbon, climate-resilient economy. This award assists CPI to establish a center of excellence on sustainable finance in India; conduct studies and analyses in areas of financing that seek to support sustainable development; establish financial systems that are responsive to development needs; and manage climate-related financial risks. It enables CPI to collaborate with critical decisionmakers in the financial and regulatory ecosystem to identify and mobilize financing for low-carbon transition pathways that also are inclusive and equitable in approach.

The organization manages the US-India Clean Energy Finance facility, which the Foundation supported with a $500,000 planning grant and a $4.5 million, multi-year award in 2016. The initiative launched in 2017 as India’s first project preparation and pipeline development facility to help promising distributed solar projects develop into viable investment opportunities and drive long-term debt financing. This award supports the next phase of the initiative, which expands the financing targets, and incorporates a recoverable grant mechanism that extends the life of the facility.

Climate Policy Initiative – an international climate policy organization launched in 2009 on the concept that nations building low-carbon economies need support in developing and implementing effective climate and energy policies – works to improve, with a particular focus on finance, critical energy policies around the world. The organization is building on its management of the United States-India Clean Energy Finance initiative to lead, in collaboration with the Natural Resources Defense Council, an advisory group to support innovative financial solutions as part of the Government of India’s commitment of up to $20 million under the US-India Catalytic Solar Finance program. The provision of this critical technical assistance and advisory support on behalf of India’s Ministry of Renewable Energy enables the design, assessment, and stakeholder development required to implement government-enabled green financing solutions at scale. This initiative increases clean energy deployment in India, with a specific focus on the distributed generation solar targets that represent approximately 40 percent of India’s National Determined Contribution from the 2015 United Nations Conference on Climate Change in Paris, and that represent the bulk of those communities struggling with access to energy.
