The Center for Study of Science, Technology and Policy (CSTEP) is a not-for-profit research organization with a mission to enrich policymaking with innovative approaches, using science and technology to solve developmental challenges. It works closely with the Government of India and state governments to support them in critical areas such as climate and environment, energy, urban planning, and air pollution. The grant evaluates the scope for implementing fuel switching technologies (predominantly electrification of fuel demand) in the Micro, Small and Medium-sized Enterprise (MSME) sector in India. It forms the basis of future government programs that intend to curb both overall greenhouse gas emissions and energy consumption of MSMEs in India. Through the project, CSTEP creates a baseline of  energy consumption (i.e., energy consumed per kilogram of product) and a carbon intensity dataset for selected MSME clusters, and then identifies possible deep decarbonization interventions along with their technical and financial feasibility. This eventually contributes to developing policies and regulatory frameworks that promote decarbonization technologies and inform the next level of interventions by the Indian Government or multilateral development institutions, like the World Bank, Asian Development Bank, etc., to decarbonize the MSME sector in the country.

CSTEP has conducted several high impact policy studies with federal and state governments, which have contributed to national policy debates at highest levels. With this award, CSTEP is collaborating with the Energy Department of the state of Bihar to develop the policy framework and enabling environment for adding two gigawatt of intermittent electricity generated from rooftop photovoltaic systems in the next four years.

With this award, CSTEP is establishing a Center of Excellence in Air Pollution Studies. The Center provides high quality policy advice for improving air quality in India. This includes creation of emission inventories, conducting source apportionment exercises, assessing health impacts, and performing economic and policy assessments of mitigation options.

The Center for Study of Science, Technology and Policy (CSTEP) is a leading not-for-profit research organization which undertakes multi-disciplinary policy research in the areas of energy, infrastructure, security studies, materials, climate studies and governance. CSTEP has conducted several high impact policy studies with federal and state governments, which have contributed to national policy debates at highest levels. India made ambitious commitments at Paris, but there is a growing perception that India’s need for renewable energy (RE) is likely to be much higher in 2030 than current commitments, if current economic growth trajectories are sustained. The gap between the official target and forecasted levels of demand for RE is substantial, and it is important to now identify potential pathways by which this additional demand can be met. This award allows CSTEP to create roadmaps of action for at least six RE-potential rich states to achieve a higher aggregate target of RE generation, with the objective of informing policy makers and civil society institutions engaged in climate change dialogues on the appropriate pathways by which India can further optimize its capacity for RE generation.
