Founded in 2008, Article 19’s regional office for Mexico and Central America works to advance the rights to freedom of expression and to information by providing legal representation to journalists who are victims of aggression, promoting actions to strengthen the right to information, and advocating for greater freedom of the press. The award supports strategic litigation and legal representation of journalists and media workers that have been victims of crimes, including physical violence and murder by either state or non-state actors. The work is part of a broader strategy to increase accountability of Mexico’s Prosecutor’s Office in investigating and prosecuting crimes as a way to reduce impunity.

A three-year grant to Article 19 Mexico will support the implementation of a holistic, multi-dimensional protection program for journalists, media workers, and citizen journalists in order to prevent aggression, combat impunity, enable an environment in which journalists can exercise their right to a free press, and ensure the right of the public’s access to information in furtherance of the consolidation of Mexican democracy. Grant funds will be used to promote the decriminalization of freedom of expression; strengthen the rule of law by litigating cases with precedent-setting potential; set up a monitoring mechanism and legal strategy for social protest; and pay staff salaries.

Article 19 will use MacArthur funding to implement a multidimensional protection program for journalists that will contribute to increasing the space for reporting on sensitive topics that affect the health of Mexico’s democracy. Activities will include case-based data gathering in order to identify threats and risks, and undertaking litigation and/or seeking other legal protections for journalists under threat.
