A new survey carried out by Alexa Piquero and Laurence Steinberg, both of whom served on MacArthur’s Research Network on Adolescent Development and Juvenile Justice, shows that taxpayers are more willing to pay for rehabilitative programs than for the incarceration of juvenile offenders. The survey was carried out in four states that are the focus of MacArthur’s Models for Change initiative to reform juvenile justice systems across the country. They include Illinois, Louisiana, Pennsylvania and Washington.
