An analysis by the Institute for Illinois’ Fiscal Sustainability at the Civic Federation warned that the state’s fiscal 2014 budget may represent a high-water mark with future years bringing a sharp reduction in revenues and further consequences of the unresolved pension crisis. The MacArthur-supported report states that the legislature’s failure to address these critical issues threatens to erase progress made on the state’s backlog of unpaid bills.
