This report by the Children and Family Justice Center at Northwestern University's Blum Legal Clinic and the National Juvenile Defender Center provides an overview of young people's access to counsel and the quality of representation in delinquency proceedings in Illinois. It was funded, in part, through MacArthur's Models for Change initiative to reform juvenile justice across the nation. Illinois is one of four states that are the focus of the initiative.
