    TOMS RIVER, NEW JERSEY — The Institute for Research and Reform in Education partners with schools, foundations and states to turn around troubled schools and improve student achievement. The Institute's staff has pioneered the application of Theory of Change planning and evaluation frameworks to program and strategy development. This funding will enable the Institute to work with the Foundation-funded Local Initiative Support Corporation and New Communities Program sites to strengthen the planning of interventions designed to measurably improve social conditions in targeted Chicago neighborhoods. Grant funds will support planning workshops and retreats and technical assistance to individual neighborhoods.
