TORONTO, CANADA — The Arctic Council is the most important venue for multilateral cooperation in the Arctic region; its membership includes the eight Arctic nation-states, plus as "Permanent Participants," a set of six organizations representing indigenous peoples of the Arctic. This MacArthur grant supports a scoping study to assist the resources (financial, training, organizational, and staffing) needed for the Permanent Participants to participate effectively and robustly in Arctic Council processes. This project will result in a scoping paper, a succinct summary document for policymakers, and a series of briefings with Arctic Council stakeholders. Grant funds cover consultant fees, travel, communications, and meeting costs.
